For government to be accountable the people must be aware of what is happening in the country.
This is referred to as transparency in government. A transparent government holds public meetings and allows citizens to attend. In a democracy, the press and the people are able to get information about what decisions are being made, by whom and why.
For the purpose of transparency, any governments respect the mandate of public for public and citizen wish to know what is the government policies for each sector of the infrastructure is managed by the state budget how their government has to spend and save. So the government must release passing the laws and issues of the budget policy in detail to public how to tackle and spend according to the demand and nature of time, place and financial crisis and difficulties in the country.
